Do I have to fill anything in if I have nothing to declare?
Yes — every passenger entering Japan submits the declaration.
Japan Customs requires the Declaration of Accompanied Articles and Unaccompanied Articles from all passengers, in order to prevent terrorism and smuggling and to keep clearance moving.
Avoid: It is a task with no exemption, so there is nothing to be gained by hoping it does not apply.
Where do I get the 2D code?
Generate it through Visit Japan Web, not the old customs app.
As of 25 January 2024 the Customs Declaration App codes are no longer valid. The change is invisible to anyone who set the app up on a previous trip.
Avoid: It means redoing a task you may believe is already done.
What do I present at the gate?
Hold both the 2D code and your IC passport over the scanner.
The terminal in the customs inspection area reads the two together. Presenting only the code does not complete the process.
Avoid: An older passport without a chip changes what is possible at the gate.
Will there be an electronic gate where I land?
Assume so at a major Tokyo airport; the gates exist at 7 international airports.
Coverage is by airport rather than nationwide, so a regional arrival is a different question from a Tokyo one.
Avoid: Choosing a cheaper regional arrival may mean a paper form and a slower queue.
Can I do it after landing?
You can, but do it before you fly if you want the benefit.
The whole purpose of the advance code is to move through the customs inspection area quickly. Filling it in after a long flight puts you at the back of the queue you were trying to skip.
Avoid: Preparing early means having your details settled before departure.
The code changed hands
Since 25 January 2024 the codes produced by the old Customs Declaration App are no longer valid. Anyone who set this up on a previous trip and expects the same app to work is carrying a code the terminal will not read.
What the gate actually wants
You hold the 2D code and your IC passport over the scanner of the electronic declaration terminal in the customs inspection area. Two things, not one — the code alone does not open the gate.
Seven airports, not every airport
The Electronic Customs Declaration Gates are available at seven international airports. That covers the main Tokyo arrivals, but a cheaper routing into a regional airport is not automatically covered by the same process.
Prepare it before you fly
The code is generated in advance through Visit Japan Web. Doing it at the airport is possible but defeats the point, and it is a poor task for the end of a seven-hour flight.
The paper route still exists
The declaration is the requirement; the electronic gate is a way of satisfying it. Nobody is turned away for not having a code, but the queue is a different one and it moves at a different speed.
A cheaper arrival airport is a different arrival
The gates exist at seven international airports. An itinerary that saves money by landing elsewhere may not offer the same process, and the fare screen has no view of that.
Generate the code, bring the passport
Create the 2D code through Visit Japan Web before you leave, carry an IC passport, and expect to present both at the terminal in the customs inspection area. Ten minutes at home rather than twenty at the far end.

- The process holds both the 2D code and the IC passport over the scanner. Without the chip, the electronic path does not complete.

- It means the slower queue at the end of a long flight.

Singapore → Tokyo: what to know before you search
ZIPAIR’s 00:30 departure, Terminal 1
- The last trains reach Changi from Tanah Merah at 11:50 PM, after ZIPAIR’s check-in at T1 has closed 60 minutes before the flight; the MRT only works if you travel in the early evening.
- Taxi or private-hire car to the T1 departure drop-off.
- Aim to be at T1 from about 21:30, when the three-hour check-in window opens.
Scoot’s 17:15 departure, Terminal 1
- Changi Airport MRT station opens onto T2 and T3, so a Scoot passenger continues to T1 inside the airport.
- Drop-off at the T1 departure kerb avoids that inside connection.
- Scoot check-in runs from 14:15 to 16:15 for this flight.
ANA, Terminal 2
- The MRT station is linked straight to T2, so ANA passengers walk from the platform to check-in.
- T2 departure drop-off for private-hire cars.
- ANA keeps check-in open until 40 minutes before departure, later than the 60-minute cut-off at T1.
Japan Airlines, Terminal 1
- Buses 24, 27, 34, 36, 44, 53, 110 and 858 all stop at T1, a direct alternative to the MRT’s T2/T3 station.
- Taxi or private hire to the T1 kerb.
- JAL, like ZIPAIR and Scoot, closes check-in 60 minutes before departure.
