Skip it entirely and keep the fee. Kenya's own immigration rules place East African Community citizens outside the authorisation requirement, and the country list returns the same answer against Rwanda.
The Directorate of Immigration Services publishes the exemptions under the Kenya Citizenship and Immigration (Amendment) Rules, 2025, which cover citizens of the East African Partner States — Burundi, the Democratic Republic of Congo, Rwanda, South Sudan, Tanzania and Uganda — for a period not exceeding 180 days.
Avoid this: The exemption is written around a 180-day ceiling, so a longer stay is a different question with a different answer, and third-party sites will still sell you an authorisation you do not need.
Book one of the two daytime rotations for a Nairobi city trip, and reserve the 01:00 service for mornings when you need to be working in Nairobi before nine.
RwandAir's timetable shows the daytime flights, WB 452 in the morning and WB 402 in the afternoon, timed at one hour forty minutes. The 01:00 WB 464 is timed at two hours fifty-five minutes, and the same flight number is shown reaching Entebbe at 03:05 before Nairobi at 04:55.
Avoid this: The overnight lands you with a whole day in hand, but it is an hour and a quarter longer in the air plus a middle-of-the-night ride to the terminal in Kigali.
Walk past anyone offering you a ride inside the terminal and use a licensed desk in the arrivals hall or a driver waiting outside the gate.
Kenya Airports Authority states that soliciting of ground transportation by drivers at the airports is illegal and that many illegal solicitors are unlicensed and uninsured. Its licensed companies keep desks in the domestic and international arrivals halls, and pre-arranged drivers are not allowed inside the arrivals hall at all.
Avoid this: The licensed route means queueing at a desk after a long day, and the authority publishes no fixed fare, so the price is still yours to agree before the car moves.

The authority is blunt about this: soliciting of ground transportation by drivers at the airports is illegal, and many illegal solicitors are unlicensed and uninsured. Some will tell you your booked driver has not turned up. Its own advice is to ignore offers from solicitors in the terminal and pre-book instead.
One carrier, three slots, and the honest comparison is between the two daytime rotations — the cheaper of them, on your dates, is the answer. Take the overnight only when a full Nairobi working day is worth an extra hour and a quarter aloft. Spend nothing on entry paperwork, and nothing on a ride you were offered inside the terminal.
