The loop

One walkable-and-transit loop links the Tsim Sha Tsui promenade, a Star Ferry crossing, the free Central–Mid-Levels Escalator and Victoria Peak. Every tier follows the same route; only how you reach The Peak, and what you pay once there, changes.

  1. Start on the Tsim Sha Tsui promenade near the Avenue of Stars for a free view of the Hong Kong Island skyline.
  2. Cross Victoria Harbour on the Star Ferry to Central; either deck works, and the return trip suits the walk back.
  3. From the Central pier, walk to the Central–Mid-Levels Escalator at Queen’s Road Central and ride it free up to Conduit Road.
  4. The escalator stops short of The Peak: continue by bus 15 or X15 from Exchange Square, or backtrack to Garden Road for the Peak Tram.
  5. Every tier meets again at Lugard Road, the Peak Circle Walk’s free harbour lookout.
  6. Return the way you came and finish back in Central for the evening.

OptionOur verdict
Star Ferry crossingSame on every tier: a few Hong Kong dollars each way, not free but close to it.
Central–Mid-Levels EscalatorFree on every tier: no ticket needed, though it stops short of The Peak itself.
Getting up The PeakFree and mid: bus or minibus, no tram fare. Splurge: the Peak Tram itself, bundled with the deck.
Lugard Road lookoutFree on every tier: the harbour view here needs no ticket at any budget.

Free

The free version skips the Peak Tram and Sky Terrace 428 completely. Bus 15 or X15 reaches Peak Galleria for a small fare, barely more than the Star Ferry’s own, and Lugard Road’s stretch of the free Peak Circle Walk gives the same harbour view the paid deck sells.

  1. Follow the loop through the Star Ferry crossing and up the free Central–Mid-Levels Escalator to Conduit Road.
  2. Walk to Exchange Square, near the Central Star Ferry pier, and catch bus 15 or X15 to the Peak Galleria terminus.
  3. Walk into the Peak Circle Walk and follow it onto Lugard Road for the free harbour lookout.
  4. Ride the bus back down to Central to finish the loop.

Good to know

  • Minibus 1 from Two IFC is a second cheap way up to Peak Galleria, listed on the Hong Kong Tourism Board’s own Peak Circle Walk page.

On your own

Every stop is a walk-up: no booking for the bus, the lookout or the ferry crossing.

Not needed here — the bus route and the free lookout both explain themselves.

The free day: free, beyond the Star Ferry and bus fares.

Mid: about HK$180 for the deck

The mid tier still rides the bus or minibus up, skipping the Peak Tram’s own fare. It adds the Sky Terrace 428 observation deck, Hong Kong’s highest viewing platform, as its own standalone ticket, without the funicular.

  1. Follow the loop through the Star Ferry crossing and the escalator, then bus 15 or X15 to Peak Galleria.
  2. Walk to Peak Tower and enter through the Sky Terrace 428 gate with your booked ticket.
  3. See the deck’s 360-degree view, then walk the free Lugard Road lookout for a second angle on the harbour.
  4. Return by bus or minibus to Central to finish the loop.

Good to know

  • Sky Terrace 428’s ticket covers the deck only; it does not include a Peak Tram ride up or down.

On your own

The deck ticket is a timed booking, not a walk-up queue; book it ahead for the day you want.

Splurge: about HK$340 for the tram and deck

The splurge tier trades the bus for the Peak Tram itself: a funicular that has climbed the same 1.27-kilometre track to Peak Tower since 1888, bundled with Sky Terrace 428 in one combo ticket instead of two separate bookings.

  1. Follow the loop through the Star Ferry crossing and the escalator to Conduit Road.
  2. Backtrack downhill to the Peak Tram’s Garden Road lower terminus and ride the round-trip combo ticket up.
  3. Step off at Peak Tower already inside the Sky Terrace 428 gate — no second queue for the deck.
  4. Walk the free Lugard Road lookout for a ground-level view before riding the tram back down.

Good to know

  • The Peak Tram has climbed the same route since 1888. The ride itself is part of what the splurge ticket buys, not just the deck at the top.

Not needed — the tram ride and the deck are both self-explanatory once inside.

If you are on a layover

The Airport Express reaches Hong Kong Station in Central in as little as 24 minutes, putting the Star Ferry pier and the escalator within a short walk of the platform. Budget the same again for the return trip.

Good to know

  • Under about six hours from landing, keep the free tier and skip the Peak Tram queue.
  • Hong Kong Station connects directly to Central, a short walk from both the Star Ferry pier and the escalator’s lower end.
  • Budget the same transit time again for the return journey to the airport.

Where a guided tour earns its money in one day

This loop needs no guide: the bus, the escalator, the tram and the free lookout all explain themselves. A guide adds the most value on a longer Hong Kong Island or Lantau day, not this one.

Mubboo compares flights and tours and may earn a commission when a traveller uses a partner link. Booking and payment happen with the provider.

Questions people ask

Is the Central–Mid-Levels Escalator really free?

Yes, at any budget. It runs one-way downhill from 6 to 10 in the morning and uphill for the rest of the day until midnight, but it stops at Conduit Road, well short of The Peak itself.

Do I need to book the Sky Terrace 428 ticket ahead?

Booking ahead avoids the queue at Peak Tower, especially in the afternoon and evening. The ticket covers the deck only; it does not include a Peak Tram ride.

Which single paid upgrade matters most with only a few hours?

The Sky Terrace 428 deck. The bus ride up is already cheap, so the deck ticket is the one thing separating the mid tier from the free day.

Is the Peak Tram worth it if the bus already reaches the same lookout?

Only if the funicular ride itself, not just the view, matters to you. The bus and the tram both end near the same free Lugard Road lookout.

What closure changes the plan?

None of this loop’s stops keep a fixed weekly closure day. Sky Terrace 428 and the Peak Tram both get busiest in the late afternoon and evening, when queues build fastest.

Is this loop worth it on a short layover?

Yes, on the free tier. The escalator, the bus and Lugard Road’s lookout all fit inside about six hours door to door, once transit time to and from the airport is budgeted.
