Ticket and fare rules
Does every flight booking give you 24 hours to cancel?
No: a flight booking does not automatically come with a worldwide 24-hour cooling-off period. The familiar promise is a specific US rule with conditions, while the EU's general distance-selling withdrawal regime largely excludes passenger transport.
For a qualifying US booking, the airline may choose between a 24-hour unpaid hold and 24-hour penalty-free cancellation. Where you bought the ticket, and how far ahead you booked it, can decide whether the rule helps you.
- The US rule applies only when the reservation is made at least seven days before departure.
- A covered airline may offer either a 24-hour fare hold or penalty-free cancellation; it need not offer both.
- US DOT says the airline requirement does not apply to tickets booked through third-party agents.
- The EU Consumer Rights Directive largely excludes passenger transport, so its general withdrawal period is not a flight-ticket rule.
When does the US 24-hour flight-booking rule apply?
Under 14 CFR 259.5, a covered carrier must let a reservation be held at the quoted fare without payment or cancelled without penalty for at least 24 hours. The reservation must have been made one week or more before departure.
Part 259 covers qualifying US carriers and flights to or from the United States by qualifying foreign carriers, generally where the carrier uses at least one aircraft originally designed for 30 or more passengers. It is not a rule for every airline transaction worldwide.
Do airlines have to offer both a hold and a refund?
No. The regulation is written as a choice: hold the reservation at the quoted fare without payment, or allow cancellation without penalty. DOT tells travellers to check which policy the airline selected before buying.
The protection also concerns cancellation, not a free ticket edit. DOT specifically says an airline is not required to change a date or correct a misspelled name free of charge under this rule. Cancelling and booking again may expose you to a new fare.
Does the 24-hour rule cover travel-agent bookings?
US DOT's consumer guidance says the airline refund-or-hold requirement does not apply to tickets booked through online travel agencies, travel agents or other third-party agents. An agent may voluntarily provide a similar policy, but its terms need to be checked separately.
That makes the seller as important as the airline logo. If an agent issued the ticket, start with the agent's cancellation page and confirmation; if the airline sold it directly, read the airline's chosen hold-or-cancel policy.
Why the EU's 14-day withdrawal period is not a flight-ticket promise
The EU Consumer Rights Directive creates a general withdrawal framework for many distance contracts, but Article 3(3)(k) largely removes passenger-transport services from the Directive. The general 14-day withdrawal right in Article 9 therefore should not be assumed for an airline ticket.
An airline, seller or national rule may still offer more generous cancellation terms. That would be a contractual or jurisdiction-specific benefit, not the general EU withdrawal right automatically attaching to every flight purchase.
The four questions that decide whether a quick cancellation is protected
The words “24 hours” are not enough on their own. A useful check identifies the governing rule, the seller, the time before departure and the option the carrier actually provides.
| Question | Why it matters |
|---|---|
| Which jurisdiction governs? | The US requirement is not a worldwide rule. |
| Who sold the ticket? | DOT distinguishes direct airline sales from third-party bookings. |
| Is departure at least seven days away? | The US federal hold-or-cancel requirement uses that threshold. |
| Hold or cancellation? | A covered airline may choose one rather than provide both. |
What to save before the clock starts
Take a copy of the checkout page, cancellation terms and timestamped confirmation. If you cancel, keep the cancellation number and any message stating the refund amount and destination payment method.
- Confirm whether the seller is the airline or a separate ticket agent.
- Check the scheduled departure date against the seven-day US threshold.
- Read whether the carrier chose an unpaid hold or penalty-free cancellation.
- Treat a free change, name correction and cancellation as three different promises.
FAQ
Can a non-refundable US ticket still qualify for 24-hour cancellation?
Yes, if the covered airline chose the cancellation option and the booking meets the rule's conditions, including being made at least seven days before departure. “Non-refundable” does not erase that limited cancellation window, but the airline may instead provide a 24-hour unpaid hold.
What if I book less than seven days before the flight?
The federal 24-hour hold-or-cancel requirement in 14 CFR 259.5 does not apply when the reservation is made less than one week before departure. The airline or seller may still offer a voluntary grace period, so the ticket terms remain worth checking.
Is there one global cooling-off rule for airline tickets?
No. The US rule is jurisdiction-specific and conditional, while the cited EU directive largely excludes passenger transport from its general withdrawal regime. Other countries, sellers and fare products may use different statutory or contractual rules.
